California Trucking Association Sues State Over Zero-Emission Rule

The California Trucking Association filed suit in a US District Court, against the State’s recently adopted Advanced Clean Fleets rule. The rule was approved by California’s Air Resources Board (CARB) and expanded on a previous rule passed in 2021 (Advanced Clean Trucks Regulation). It requires trucking companies to transition their fleets to zero-emission by 2042. It bans the sale of medium and heavy duty fossil fuel trucks by 2036. The rule applies to state, local, federal government agencies, and high priority fleets. Meaning, fleets that have $50 million or more in gross annual revenues, or that own, or operate, or have common ownership of 50 or more vehicles (this includes light-duty package delivery vehicles). The California Trucking Association has protested the rule, saying that reliable ZEV trucks and charging infrastructure were not readily available, and the timeline was too fast. They say the rule “represent[s] a vast overreach that threatens the security and predictability of the nation’s goods movement industry”.
